On 24/01/2021, Mr Anthony Cachia (Director General (Contracts) was interviewed by TVM after the Chamber of Commerce published its Report on Public Procurement Reform 2021.
This report contains a number of recommendations covering the whole tender lifecycle. Apart from this, it also covers the Blacklisting of economic operators and Direct Orders.
It was explained by Mr Cachia, that both these are covered by existing legislation, however, with regards to blacklisting, more reinforcement and recommendations by Contracting Authorities are required. In the case of Direct Orders there are already obligations on the Contracting Authorities to report and publish these.
On both these topics, Mr Cachia agreed that there is the need for more discussion between the Department of Contracts and the Malta Chamber of Commerce.
